Beadle County Mask Resolution

 

 

RESOLUTION NO. 2020-
AN EMERGENCY RESOUTION TO ADDRESS A PUBLIC HEALTH CRISIS BY
IMPLEMENTING CERTAIN MEASURES wmcn HAVE BEEN DEEMED
NECESSARY TO SLOW THE COMMUNITY SPREAD OF CORONA VIRUS (COVID-
19) IN THE CITY OF HURON, COUNTY OF llEADLE, STATE OF SOUTH DAKOTA.
WHEREAS, Beadle County has the authority and obligation to pass resolutions for the
purpose of promoting the health, safety, morals and general welfare of the county, and the
promotion of health and the suppression of disease; and
WHEREAS, the number ofCOVID-19 cases in Beadle County has significantly and
steadily increased in the last several weeks; and
WHEREAS, there are certain measures necessary to slow the spread of COVID-19; and
WHEREAS, the Centers for Disease Control and Prevention (CDC), health experts and
local health care providers have recommended face masks/face coverings to slow the spread of
COVID-19; and
WHEREAS, the purpose face mask/face covering measures is to slow the spread of the
disease so that the regions health care system is not overwhelmed; and it has been scientifically
proven that facemasks/face coverings reduce the spread of the virus by protecting the wearer of
the mask from both spreading the virus and being infected by the virus; and
WHEREAS, the failure to successfully implement face mask/face covering measures will
likely result in higher numbers of infected individuals and has the potential to overwhelm the
capacity of the County’s health care providers; and
WHEREAS, it is important that control measures be taken to reduce or slow down the
spread ofCOVID-19 in order to protect the health and safety of the County’s resident’s,
especially for seniors and those with underlying health conditions that make them particularly
vulnerable to COVID-19.
NOW, THEREOFERE, BE IT RESOLVED, by the Beadle County, that the following
mandatory face mask/face covering requirements be put in place to slow the community spread
of COVID-19 within the Beadle County:
1. MASKS REQUIRED
1. Face masks/face coverings required on all county property and at any county events.
Masks which cover a person’s nose and mouth are required for all persons entering any
county property or attending a county event.
2. Face masks/face coverings required within Beadle County. All persons except those
under the age of five (5) and those with a medical condition, mental health condition, or
disability that makes it unreasonable for the individual to maintain a face mask/face
covering, must wear a face mask/face covering in any indoor businesses and/or indoor
public places open to the public at all times with the exception of eating/drinking,
participating in extracurricular actives or if there is only one person present on the
premises.
3. A “face covering” or” face mask” must be worn to cover the nose and mouth completely,
and can include a paper or disposable face mask, a cloth’ mask, a scarf, a bandanna, or
neck gaiter.
4. This Resolution shall be reviewed upon 30 days from passage to assess its effectiveness
and to consider repeal, modification, or extension.
BE IT FURTHER RESOL YED, by Beadle County that due to the fact a national and
statewide emergency has been declared and one of the primary recommendations to combat this
emergency is to wear face masks/face coverings, this Resolution is considered necessary for the
immediate preservation of the public peace, health, and safety of Beadle County and shall be
effective immediately upon passage.
